The Department of Finance and Accounts is one of the core service departments of the Ministry. It is responsible for the receipt, recording, custody and disbursement of the Ministry’s funds and for the maintenance of proper books of Accounts as well as preparation of the Ministry’s Budget.
The Department also exercises financial controls and manages the Ministry’s resources to ensure internal checks and fiscal discipline. It, in addition, renders advice to the Permanent Secretary who is the Chief Accounting Officer of the Ministry on all financial matters in line with financial regulations and other extant rules. The department also ensures compliance with financial Regulations, Accounting Codes and all other extant rules on accounting for all public Funds and compiles the Ministry’s budget inputs from all Agencies under the Ministry.
The Director (F & A) and Accountant are the Co-signatories to the Account of the Ministry.
Advising in the disbursement of funds in the Ministry..
Responsible for the development and installation of an efficient accounting system of the Ministry with appropriate built-in controls.
Serving as a member of the Department on all Tender Boards and advising on the financial implications of contract terms.
Collating the financial returns of the Ministry for onward transmission to other M. D. A.
Advising on the Control and management of funds.
Taking charge of the disbursement of funds.
Directing replies to and advising the Accounting Officer on Audit and Public Accounts Committee queries.
Interpretation of Financial Regulations and Treasury Circulars.
.Advising the Chief Executive, Accounting Officer and other Department Heads on accounting matters
Performing any other functions as may be assigned by the chief Executive/Accounting Officer of the Ministry/Department/Agency.
